This publication provides information and inspiration for those responsible for integrating protective security measures into the public realm, in order to mitigate threats from, and limit the damage caused by, terrorist attack. It is important that our surroundings remain open and inclusive and that the addition of physical security measures is integrated and proportionate to the assessed threat. The purpose of this guide is to assist the public realm design process and to encourage a positive and creative response to the challenges of counter-terrorism and protective security.

PAS 68:2013 Impact test specifications for vehicle security barriers

PAS 68 has been prepared to address the needs of organisations who want assurance that vehicle security barriers will provide the level of impact resistance they are aiming for. Many systems are available that are either promoted or considered suitable for use as vehicle security barriers. As their characteristics differ in both function and form, a comparative means of assessing their performance is required. PAS 68 identifies impact test methods, tolerances, test vehicle type and vehicle performance criteria that need to be met in order to conform to PAS 68. Design guidance for installing barriers is provided in PAS 69.

TAL 2/13: bollards and pedestrian movement

Bollards are a common design of vehicle security barriers (VSB) that are required in certain locations to mitigate criminal or terrorist vehicle-borne threats. Bollard type VSBs provide a solution that resolves many common operational issues faced at busy transport interchanges. Observational surveys and research studies have been carried out under normal travel conditions to assess whether permanent bollards schemes affect pedestrian movement or give rise to additional health and safety concerns. Studies of evacuation scenarios have not been carried out. This traffic advisory leaflet (TAL) outlines the findings of these studies and provides guidance to inform the planning and design of bollard schemes installed for the purpose of hostile vehicle mitigation.
